In an international comparison, Germany still has potential for optimization in the outpatientization of services in the same sector. In principle, contract physicians and hospitals would like to operate more on an outpatient basis, but see insufficient remuneration and the shortage of specialists as the main obstacles. However, both healthcare sectors are less in agreement on the question of how a sectoral remuneration concept should be designed. While 36% of hospitals prefer a flat-rate remuneration system, 42% of panel doctors are in favor of a single-service remuneration system. The results are part of the Innovation Fund project "Einheitliche, sektorengleiche Vergütung (ESV)", which is being carried out jointly by the HCHE (consortium leadership), the Zi, the DKI, the Technical University of Berlin and the BKK Dachverband e.V..
