A consortium consisting of the Hamburg Center for Health Economics (HCHE) at the University of Hamburg, the Technical University of Berlin (TU Berlin), the Zentralinstitut für die kassenärztliche Versorgung (Zi), the Deutsches Krankenhausinstitut (DKI) and the BKK Dachverband has jointly developed a concept to strengthen sector-equivalent care in Germany. The aim is to pay the same for services provided in the same sector, i.e. services that can be provided in both outpatient and inpatient settings, irrespective of the location of the treatment. This remuneration concept for sector-equivalent services has been developed as part of the "Uniform, Sector-Equivalent Remuneration (ESV)" project funded by the Innovation Fund and is based on the approach proposed in 2018 by the German Council of Economic Experts on the Assessment of Developments in the Healthcare Sector (SVR Gesundheit).
