Scientific Accompanying Research of the Newly Implemented Payment System (PEPP)
With §17d (2) KHG (Hospital Financing Act) the National Association of Statutory Health Insurance Funds, the Association of Private Health Insurance and the German Hospital Federation have been obligated to introduce a “consistent, performance-oriented and generalized payment system on the basis of daily payments” for the remuneration of general hospital services of psychiatric and psychosomatic institutions.
With the accompanying research, especially the change of care structures und the quality of care, which have impact on the other health care areas should be analyzed. In addition, type and extent of shifts in services should be examined. Against the background of changes in the hospital sector, which are induced by the payment system, the overlaps of health care structures that surround the hospital should be analyzed - particularly with regard to the politically intended networking of these health care structures. The accompanying research should identify possible incentive effects or undesirable developments as well. And eventually increase the already initiated greater transparency.
