Scientific Accompanying Research of the Newly Implemented Payment System (PEPP)
Section 17d (1) of the German Hospital Financing Act (KHG) requires the National Association of Statutory Health Insurance Funds (GKV-Spitzenverband), the Association of Private Health Insurance Companies (Verband der Privaten Krankenversicherung) and the German Hospital Federation (Deutsche Krankenhausgesellschaft) to introduce a “consistent, performance-based and flat-rate remuneration system based on daily fees” for the remuneration of general hospital services provided by psychiatric and psychosomatic institutions.
The accompanying research will focus in particular on examining changes in care structures and the quality of care, the effects on other areas of care, and the nature and extent of shifts in services.
Against the backdrop of changes in the hospital sector induced by the remuneration system, the overlaps with the care areas surrounding the hospital must be analyzed, particularly with regard to the politically desired networking of care structures. The accompanying research should also identify possible incentive effects or undesirable developments and ultimately increase the transparency that has already been initiated in the hospital sector.
