
HCHE publishes expert opinion on the needs-based design of hospital reimbursement on behalf of the Techniker Krankenkasse

For about 15 years, the per-case flat rate system has been in force in Germany for hospital financing. Experience with this system has brought out the advantages, but also the disadvantages. In recent years, there have been increasing calls for reforms of the remuneration system. HCHE Director Jonas Schreyögg, on behalf of the Techniker Krankenkasse (TK), together with HCHE member Ricarda Milstein, has comprehensively dealt with German and international hospital financing and outlines two options One is a reform within the case-based lump sum system to increase fairness and reduce false incentives. The other is a more comprehensive approach beyond the existing system to use the creative role of remuneration and to realign parts of the service provision.
